The projects in New York have been turned over to the local public sponsor, the New York State Department of Environmental Conservation (NYSDEC) and the city, town or village, which is responsible for O&M. ![]() DESCRIPTION: The Inspection of Completed Works (ICW) Program is an Operations and Maintenance (O&M) Program that provides for Corps of Engineers inspections of Flood Risk Management Projects (FRMP) and Coastal Storm Risk Management Projects (CSRM) that have been constructed by the Federal Government.
